Tipra Motha Leader Urges ILP for Indigenous Protection in Tripura’s Sixth Schedule Areas
Agartala, July 24, 2025 — In a significant move aimed at protecting the rights and identity of indigenous communities in Tripura, senior Tipra Motha MLA Ranjit Debbarma has written to Union Home Minister Amit Shah, urging the implementation of the Inner Line Permit (ILP) system in the Sixth Schedule areas of the state.
Debbarma’s letter, submitted earlier this week, emphasized that unchecked migration and demographic changes pose a serious threat to the social, cultural, and political rights of the tribal population. He noted that despite repeated appeals over the past two years, there has been “no progress” on the matter from the Centre.
“The influx of outsiders is gradually eroding the indigenous demographic strength. We seek your immediate attention and action to protect our identity through the implementation of ILP in the autonomous district council areas of Tripura,”
wrote Debbarma in the letter.
The ILP, currently in place in several northeastern states like Nagaland, Mizoram, and Arunachal Pradesh, regulates the entry of non-residents and is viewed by many tribal groups as a vital tool for cultural preservation and land protection.
Political observers view this renewed push as part of a larger narrative driven by Tipra Motha, which has consistently advocated for stronger constitutional protections for tribals under the banner of Greater Tipraland.
The Ministry of Home Affairs is yet to officially respond, but sources say the proposal is under “review.”
